Labor has backed a Government bill that will leave new migrants without key welfare payments for four years in a compromise deal that has been slammed by crossbenchers and the Greens.
Under the plan, migrants will be without Youth Allowance, Austudy and Newstart for four years, up from three years at present.

However, the Opposition did wrangle significant concessions from the Coalition, including to make all family tax benefits available after one year, and migrants will be able to access parental leave after two years. The changes will not apply to New Zealanders, nor those under either an orphan visa or remaining relative visa.
But crossbenchers and the Greens are outraged that Labor accepted the deal at all, given that the party could have blocked the social services bill in its entirety.
