It was a lesson lost on Tony Abbott and Joe Hockey with their 2014 budget which, even today, continues to cause problems for Scott Morrison and Josh Frydenberg. In fact, the 2014 budget marked the beginning of the end for Mr Abbott and his treasurer.


Malcolm Turnbull and Mr Morrison both struggled to distance themselves from the anger unleashed by missteps contained within that budget as it failed the test set by John Howard in 1996.


There are also lessons for the Labor Party to take from the Cabinet papers.


The response of trade unions to the 1996 budget, including the August riot outside federal parliament,  only reinforced the Coalition’s complaints about the trade union movement and, by extension, the ALP.


A union movement that demanded fealty from the Labor Party and its leadership proved a lead weight then, and it can again if Bill Shorten and the rest of his team mistake the will of unions for the will of the general voting public.
