Political papers tell of opportunities missed

Neither side of politics has painted themselves in glory dealing with climate change since then, to the point that last year’s leadership turmoil inside the government was precipitated by Malcolm Turnbull’s plan for the National Energy Guarantee.


On population, the cabinet papers of 1996 and 1997 reveal a cabinet cutting total immigration numbers and re-focusing it with preference to those with various skills and better proficiency in English.


From an immigration intake of 68,000 in 1997 it would grow well beyond the 100,000 mark within a few years.


Today, the Morrison government is still trying to determine the best intake for the country, the make-up of that intake and where those new Australians will live.


The same cabinet papers show the government’s internal debate over its 1996 budget.
