John Howard's government opens way to dual citizenship, and foreshadows a crisis

It seemed like such a straightforward thing to do.


Within a month of taking office, the Howard government committed to introducing dual citizenship for Australians.


Up until 1996 Australians had been unable to be citizens of other countries and, cabinet was told, this was no longer a realistic position – especially for a country built on immigration.

“The current dual citizenship law is of real concern for Australians,” the new immigration and multicultural affairs minister, Philip Ruddock, told cabinet on April 9, one month after John Howard swept to power.
